City Hall & Herb Garden Update

Today's update adds two new buildings and some QoL features.
- Give your city a name with the town hall
- Reduce food consumption, and gain an additional effect, with the herb garden
- An auto-research feature for labs
- An indicator when the production of a resource seems to be smaller than the consumption
- And more!
